Nowadays there is an increasingly lack of management regarding the control and governance by local authorities towards their investee companies, caused by both internal and external factors. More and more in recent years, attention has been paid to the application of private management and control models, subsequently declined, and adapted to a specific public context in the required sector.
This paper aims to highlight the importance of the analysis of the enabling factors concepts that, if adopted in a perspective based on the EFQM and CAF model, can help to bring out the weaknesses and to consequently undertake corrective actions to better govern the specific sector, in the case analyzed such as the governance of the investee companies. Specifically, the proposed case study analyzes the critical points and strengths of a branch of the local authority such as the management of investee companies, in particular of one municipality that we will call municipality X. This article is a practical application of the hypothesized model, highlighting that analysis, can ideally be applied for an efficient and effective governance on the entire ecosystem of the local authority.
